Cornwall Council uses an Adult Social Care precept

Expanding Supported & Specialist Housing

Supported Housing Strategy 2023–2050 outlines a major expansion in accessible homes, extra care units, and residential care beds. Targets include tens of thousands of accessible homes and thousands of specialist units to support people with disabilities, mental health needs, and older age.

Workforce Development & Recruitment

A Workforce Delivery Board and three-layer governance structure guide recruitment and retention efforts, engaging providers through employer reference groups
Focus areas include apprenticeships, professional development, and improving workplace culture to better retain staff.

Community Health & Wellbeing Workers

Since 2023, Cornwall has deployed Community Health & Wellbeing Workers (CHWW)—trusted non-clinical professionals who visit households proactively.
